This meant to avoid the attacker players, being gathered at the goal line.
The overall suggestion would be as follows:
"The offside rule, would not apply to the passes occurring within the 18-yard box (the penalty area), EXCEPT FOR THE PLAYER WHO IS SCORING A GOAL - He/She must not be in offside position while scoring."
من اجل المساعدة فى زيادة عدد الاهداف فى مباريات كرة القدم .. اقترح عدم تطبيق قاعدة التسلل .. فى التمريرات التى تتم داخل منطقة الجزاء - (منطقة ال ١٨ ياردة)

لمنع تكدس المهاجمين على خط مرمى الخصم،
يستثنى من الاقتراح الجديد هذا، اللاعب الذى يسجل الهدف - يجب الا يكون متسللا اثناء تسجيل الهدف.
