Why do we need to modify, or invent, new football version?
In Basketball, Handball, Volleyball & Some few other games, the match result (score) - almost always - reflects which team was playing better..
In Football (soccer), many times, the match score is amazing, and even unfair:
The team who played better -technically- loses, while the less efficient, but (lucky) team wins.
Also, there is no reward for "beautiful" passes or shots that take breath.
Examples are : difficult or skilled goal scoring, long or diagonal ball passes or assists.. There is no "points-gain system" for that.
Part of this unfairness is due to the scanty number of goals, which could be scored usually, in a match.
But there are also other contributing factors, related to the game itself: its design & rules.
That is why suggestions to modify the game rules are usually reasonable.
I think we need some revolutionary changes, & experimentation to increase goal scoring, & also rewardsing plying skills.
So, we shall proceed, because we want :
- More scored goals.
- More fair game results = the better is the winner.
- More Fun & Excitement = more enjoyable game
However, suggestions in favor of increasing the possibilities of gaol scoring, must not affect the nature of the game radically, as it is the game, topped with the most popularity, all over the world.
It is better to consider the following models as separate or (special) or (branched) "versions" of traditional football.
But could be sponsored & organized by FIFA as well.

1- Removing or modifying the "offside" rule.
2- Allowing or Not-allowing the Attacking players to shoot from inside the 6-yard area, or farther..
3- Possibility of adding "some few other rules”.

The overall suggestion would be as follows:
"The offside rule, would not apply to the passes occurring within the 18-yard box (the penalty area), EXCEPT FOR THE PLAYER WHO IS SCORING A GOAL - He/She must not be in offside position while scoring."

"The offside rule would not apply, to any player, Except the SCORER :
The player who is scoring a goal, must not be in an offside position, while scoring, but he/she can be offside while receiving a pass.
That would increase the rate of "goal scoring" in matches.
According to the outcome of experimental testing on this modification, it would be either approved, or might require additional "tuning" to get the best outcome.
Such additional changes might be as:
"The offside rule would not apply to any player, Except for the Scorer player, PROVIDED THAT
THE PASS WAS INITIATED (STARTED) FROM "AFTER THE MIDLINE":
Meaning that : the pass should be initiated in the "half of the field" of the defending team.

Some considerations
Firstly
Would eliminating the offside rule make the game boring, relying , for example, on sending very long passes to strikers to score (free) easy goals?
No, because there are defenders in -or near to- the six-yard box.
The goal scoring rate might increase much... and some of them might be easy goals indeed, but it is a feature that both teams benefit equally.
Actually, the defensive strategies in the new game would evolve, to limit being hit by frequent easy goals.
Secondly
When a team attacks, and deploys all of its players in the opposing team's field - for example, to compensate for a defeat - the situation here is a gamble, because any quick counterattack means a guaranteed goal, as there are no defenders in their half of the field.
Is this an unfair feature of the game?
No, because the 6-Y system will force teams to create new playing strategies. This means that when any team needs to go all out in attack, it might leave some defenders in its half, in anticipation of quick and dangerous counterattacks... especially with the abolition of the offside rule.
Third:
Applying the offside rule exceptionally, for this -just- mentioned situation, to prevent quick counterattacks from scoring easy goals, would cause the weaker teams to exploit it, as a permanent offside-trap... and disrupt (paralyze) the game.
So, the team that risks all its players in the opponent's field must know that it is taking a big risk... and bear the responsibility for it.
Fourth:
Separation of defenders (the 3 ones) inside the 6-yards box, away from the opponent strikers, would -much- eliminate injuries & fouls, in this critical area.
Fifth:
High physical fitness, would be -most probably- one of the most important factors that distinguish teams.
Defensive and attacking tactics will also develop according to the nature of this new game.
Tactics might witness considerable diversity, leading to exciting and enjoyable styles of play.
Sixth:
Experimentation and practice, would reveal a lot about this new game.. but I think it will be a successful game:
- In terms of the abundance of goals
- In terms of result fairness, to the side of the better-performing team.
- & In terms of high excitement and fun.

THESE 60 SECONDS ARE THE COMFORTATBLE TIME NEEDED BY THE DEFENDING TEAM, TO RETURN ITS PLAYERS BACK & TO ORGANISE THEIR LINES WELL.
ONCE THE 60 SECONDS HAS PASSED, SHOOTING AT THE GOAL, FROM JUST OUTSIDE THE 6-YARDS AREA, WOULD BE RESTORED BACK AGAIN, IRRESPECTIVE OF THE NUMBER OF DEFENDER PLAYERS, AROUND.
This limitation only applies when the ball crosses back the midline back to an empty half-field with FEWER than 3 defenders IN the 18-yards box ( + the goalkeeper )the (Conditions like rapid Counterattacks ..etc.)
[This time-limit Condition, is necessary to prevent weak teams - but with clever goalkeepers - to MISUSE the rule, & forse their opponent players to shoot, ALL THE TIME, from a distance, ( i.e. from outside the 18-Yards box).
7 - BUT IF 3 OR MORE DEFENDERS WERE INSIDE THE BOX, WHILE THE BALL IS IN THEIR HALF-FIELD, AND SOME OF THEM GET OUT THE 18-YARDS BOX, LEAVING LESS THAN 3 OF THEM, THE PREVIOUS RULE ( No.6 ) WOULD NOT APPLY.
* Technology would be needed to monitor such events & control the timing processes.
These facilities might be used:

Linking this limitation to the defenders' no. in their half-field & not in the 18-yards box, is meant to prevent weak teams from mis-use the rule, by emptying the 18-yards out of most defenders & sending them just outside it, to obstruct & "wall-against" the attackers, who already, had become -THEN- banned of shooting at the goal, from inside the box.
That would be an unfair defence trick, or a rule manipulation.

As in traditional Football, The "offside status" is determined by focusing on the attacker's position relative to the defenders' positions at the moment the pass is initiated.
It is applied in two ways:

INSIDE THE PENALTY AREA :
The offside rule is applicable to attackers inside the 18-Yard box, exactly as it is, in traditional football.
EXCEPTION :

No physical modification to the field is required for 6-Y Football.
LAW 2 – THE BALL
The ball used shall be identical in all respects to that used in traditional association football, as defined by IFAB.
LAW 3 – THE PLAYERS
The number of players on each team shall be the same as in traditional football.
All substitutions and player eligibility rules remain unchanged.
LAW 7 – THE DURATION OF THE MATCH
The duration of the match shall be identical to that of traditional association football.
LAW 11 – OFFSIDE
(MODIFIED APPLICATION)
THE OFFSIDE RULE IS APPLIED IN TWO DISTINCT ZONES OF THE FIELD.
11.1 INSIDE THE 18-YARD BOX
Inside the penalty area, the offside law is applied EXACTLY AS IN TRADITIONAL FOOTBALL.
Any attacking player in an offside position is penalized in accordance with IFAB Law 11.
No exceptions or modifications apply within this area.
11.2 OUTSIDE THE PENALTY AREA
Outside the penalty area, an attacker who is in an offside position may receive the ball, subject to the following restrictions.
11.2.1 DISALLOWED ACTIONS
An offside-positioned attacker is NOT PERMITTED to:
a) Move with the ball into the 18-yard box.
b) Shoot at goal.
c) Pass the ball to another offside-positioned teammate, whether that teammate is inside or outside the penalty area.
11.2.2 ALLOWED ACTIONS
An offside-positioned attacker outside the box IS PERMITTED to:
a) Pass the ball to a teammate who is not in an offside position, whether inside or outside the penalty area.
b) Move with the ball outside the penalty area.
c) Retain possession and wait until no longer in an offside position, after which the player regains all normal attacking rights, including:
Shooting at goal
Entering the penalty area with the ball
Passing to any teammate
LAW 12 – FOULS AND MISCONDUCT
(ADDITIONAL 6-YARD AREA RESTRICTIONS)
12.1 ENTRY INTO THE 6-YARD AREA
ALL ATTACKING TEAM PLAYERS ARE PROHIBITED FROM ENTERING THE 6-YARD AREA AT ANY TIME.
All shots intended for scoring must be taken from outside the 6-yard area or farther.
12.2 SANCTIONS FOR 6-YARD AREA VIOLATIONS
If any player of the attacking team enters the 6-yard area, whether totally or partially (e.g., by one foot), an INDIRECT FREE KICK is awarded against the Attacking team from the point of infringement.
Any goal scored from inside the 6-yard area is INVALID.
Play is restarted with a FREE KICK awarded to the defending team.
Any OWN GOAL occurring within the 6-yard area:
Does NOT COUNT as a valid goal.
A CORNER KICK is awarded to the attacking team instead.
LAW 13 – FREE KICKS

All free kicks awarded under these Laws are taken in accordance with IFAB Law 13, unless otherwise specified.
